These boot arguments are not sufficient for root filesystem over NFS.
You must add the "nfsroot=" option:
	nfsroot=[<server-ip>:]<root-dir>[,<nfs-options>]
See the file "Documentation/nfsroot.txt" in your Linux source tree.
