[RFC PATCH 5/8] powerpc/mm: Allow hugepages without hugepd

In preparation of implementing huge pages on powerpc 8xx
without hugepd, enclose hugepd related code inside an
ifdef CONFIG_ARCH_HAS_HUGEPD
