Next-20221107 was good. Git bisect points to following patch

commit e0a37003ff0beed62e85a00e313b21764c5f1d4f
Date: Sun Nov 6 16:02:43 2022 +0100
hw_random: use add_hwgenerator_randomness() for early entropy

Reverting this patch allows the kernel to boot to login prompt.
