[PATCH 1/6] powerpc/rtas: improve ppc_rtas_rmo_buf_show documentation

Add kerneldoc for ppc_rtas_rmo_buf_show(), the callback for
/proc/powerpc/rtas/rmo_buffer, explaining its expected use.
