[PATCH v4 20/20] cmdline: Remove CONFIG_CMDLINE_EXTEND

All architectures providing CONFIG_CMDLINE_EXTEND
are now converted to GENERIC_CMDLINE.

This configuration item is not used anymore, drop it.
