[PATCH] powerpc/features: Remove CPU_FTR_NODSISRALIGN

CPU_FTR_NODSISRALIGN has not been used since
commit 31bfdb036f12 ("powerpc: Use instruction emulation
infrastructure to handle alignment faults")
Remove it.
