[PATCH] powerpc/ptdump: only enable PPC_CHECK_WX with STRICT_KERNEL_RWX

ptdump_check_wx() is called from mark_rodata_ro() which only exists
when CONFIG_STRICT_KERNEL_RWX is selected.
