[PATCH 12/18] powerpc/64s/exception: Merge EXCEPTION_PROLOG_COMMON_2/3

Merge EXCEPTION_PROLOG_COMMON_3 into EXCEPTION_PROLOG_COMMON_2.

No generated code change except BUG line number constants.
