This takes a hard dependency (#if) and turns it into a Kconfig *default*
that can be overridden.  That seems like trouble.

Shouldn't it be:

config COMPACTION_CORE
	def_bool y
	depends on (MEMORY_ISOLATION && MIGRATION) || CMA

?
