Adding a wrapper func that checks for CPU_SPEC_MITIGATIONS_OFF would
make these a little less verbose, eg:

	if (!no_nospec && !cpu_spec_mitigations_off())
  		enable_barrier_nospec(enable);

But that's a nitpick.
