[PATCH 02/11] powerpc/pseries: put cede MSR[EE] check under IRQ_SOFT_MASK_DEBUG

[Nicholas Piggin]

This check does not catch IRQ soft mask bugs, but this option is
slightly more suitable than TRACE_IRQFLAGS.
