[PATCH] powerpc: Add a checkpatch wrapper with our preferred settings

This makes it easy to run checkpatch with settings that we have agreed
on (bwhahahahah).

Usage is eg:

  $ ./arch/powerpc/tools/checkpatch.sh -g origin/master..

To check all commits since origin/master.
