[PATCH v3 4/6] powerpc/fsl: Enable cpu vulnerabilities reporting for NXP PPC BOOK3E

The NXP PPC Book3E platforms are not vulnerable to meltdown, so make it 
PPC_BOOK3S_64 specific.
