[PATCH] powerpc/debug: PTDUMP should depend on DEBUG_FS

CONFIG_PPC_PTDUMP currently selects CONFIG_DEBUG_FS. But CONFIG_DEBUG_FS
is user-selectable, so we shouldn't select it. Instead depend on it.
