[PATCH v2 1/3] mm: provide debug_pagealloc_enabled() without CONFIG_DEBUG_PAGEALLOC

We can provide debug_pagealloc_enabled() also if CONFIG_DEBUG_PAGEALLOC
is not set. It will return false in that case.
