of-thermal won't handle the cooling device registering. It is typically
registered by the cpufreq driver. Have a look in
drivers/cpufreq/cpufreq-dt.c

If your system supports using cpufreq-dt, then it will handle
registering the cpucooling for you, if you configures the cooling dt
properties in your DT files.
