[PATCHv2 3/3] ppc64: implemented pcibios_get_speed_cap_mask

Implementation of a architecture-specific pcibios_get_speed_cap_mask.
This implementation detects bus capabilities based on OF
ibm,pcie-link-speed-stats property.
