[patch]: Unify PCI Express memory map registers structure define

Unify PCI Express memory map registers structure define
to arch/pwoerpc/sysdev/fsl_pcie.h for Freescale 85xx/86xx 
processor family.
arch/ppc will not support PCI Express for 85xx/86xx.
