[PATCH v2] powerpc: update interrupt info in booting-without-of.txt

Create a new section descrbing how interrupts are represented
in the device tree.  Added more detail. Clarified some things.

  -updated the proprosal with corrections, suggestions by
   Segher and David Gibson
  -Note: There is a lot that could/should be added to this doc
   related to interrupts and interrupt mapping.  This patch
   is simply an initial step, by moving the current documentation
   to a new section and adding a bit more detail.
