[PATCH] IDE: Remove remnants related to dead BLK_DEV_MAC_MEDIABAY CONFIG variable.

Remove the two snippets of code conditional on the non-existent CONFIG
variable CONFIG_BLK_DEV_MAC_MEDIABAY.
