Maybe those events are triggered by a timer, not by an interrupt.

It's worth pointing out the essential information in the usbmon trace.
It says that ports 1-7, 10, 12, and 14-16 are not connected.  Port 8 is 
connected (no surprise).  The remaining three ports (9, 11, and 13) are 
showing an overcurrent (!) condition.

Adding another device prevents the root hub from going into runtime 
suspend.  Removing all non-hub devices allows runtime suspend.  Clearly 
this must be related to the problem.

Perhaps the busy-looping shouldn't be a surprise either.  Overcurrent 
conditions don't get tested very much, since they hardly ever happen.  
When they do, the system tries to clear the condition but there's not 
much it can do to remove the underlying cause.

Hopefully this clue will help point you in the right direction.
