The CONFIG_ARCH_HAS_DEVTREE_MEM related code is a little ugly since it
is certainly not multiplatform safe, but this is MIPS code which isn't
multiplatform anyway, so it doesn't concern me much.

Otherwise this looks pretty good.  I won't pick it up into my tree yet
as there are still cleanups pending, but I'll take another look
sometime during the .35 stabilization cycle.
