[ccan] tools/configurator/configurator.c license?

I want to throw the configurator code into my project and have it
build config.h when necessary.  But I can't find any copyright or
license information.

Not that I'm worried.  It would be nice though to have a header or
something so I could stop searching around thinking I missed it.  Or
perhaps an "unless otherwise mentioned" default license somewhere.
