[Cbe-oss-dev] libspe2 download on SourceForge now at version 2.3.0

Dear members,

together with the libspe2 API document the version number for libspe2 is
now 2.3.0. I have made this version available on SourceForge for
download and with svn revision 135.

Upon request, to accommodate distro maintainers I have replaced the dash
in the version string prior to the svn revision nummber by a dot.
