[Cbe-oss-dev] [Patch 0/2] cell: add spu aware cpufreq governor

The following two patches add a cpufreq governor that targets
the frequency based on spu usage.
The first patch introduces a busy_spus counter that unlike the nr_active
doesn't include spus waiting for a system call.
The second patch uses an average over busy_spus to target the frequency.
