[Cbe-oss-dev] PS3:compile with -mcpu=cell and disable DEBUG in ps3vram.c

Hi Geoff,

please consider the attached patch for inclusion. 

The first two hunks compile the kernel with -mcpu=cell for compilers
(ppu-gcc or gcc >= 4.3), which support this target - otherwise defaults
to -mtune=power4. No problems so far.

The third hunk disables debugging messages in the ps3vram driver. I'm
running swap on it without problems since it was included into your tree
with no problems.
