I tried to reproduce the kexec problem, but it didn't happen.

Kernel source tree is mainline fd0b45dfd1858c6b49d06355a460bcf36d654c06
I'm using your .config, except that I made CONFIG_INITRAMFS_SOURCE empty, as I
don't have your initramfs. Do I need your initramfs?

It kexecs fine on 60 GB EU model PS3s with firmware 1.9.0 and 2.1.0, and on a
20 GB JP model PS3 with firmware 1.8.0 (all initially booted from existing
otheros.bld).

I also wrote my kernel to flash (after setting CONFIG_CMDLINE="ip=on" for
nfsroot) on the PS3 with firmware 2.1.0, and it still kexecs fine.

My kexec was obtained from Geoff's ps3-kexec-tools
(695fd53774c55b58d5dc3a14d60ee073db003f98) and identifies as

    kexec-tools-testing 20071030-git released 30th October 2007
