[Cbe-oss-dev] [PATCH 00/18] Gang scheduling

These patches correspond to the latest version of the gang scheduling
implementation, with several stability fixes if compared to the latest
patches set sent here.

This new scheduler is quite stable now. It passes all stress tests I
perfomed here, focusing on over committed scenarios.
