[Cbe-oss-dev] PATCH [0/7] spusched enhancements

Same patchset as before but re-organized slightly.  

Fixed a number of bugs related to timeslicing, statistics, and signals.

This patch set should significantly improve performance as it:

1) cuts PPE context switches roughly in half
2) performs SPE context switch in a single thread
3) more quickly utilizes spe resources
4) eliminates latencies in the scheduling
5) allows spe exceptions and errors to be handled asynchronously
6) eliminates activations / deactivations when handling library routines

Benefits are expected when spes are over committed only.  

Shouldn't hurt and may likely help a little bit in other cases.
