[Cbe-oss-dev] [PATCH] libspe2: enable elfspe2-register

Attached is a patch to enable elfspe2-register in libspe2.

This patch is optional. *DO NOT* apply this patch, if you want to
install both of libspe 1.x and libspe2, and to continue to use
elfspe-register in libspe 1.x.
