Adding stubs like this is totally useless.  It's okay to send patches
like the previous one out for review, but it won't get in until the
users appear.  This one otoh is completely useless.

For a future full port submission please add the new files to
arch/powerpc/platforms/cell/ instead of adding your own directory.
