[c-lightning] Release schedules?

I don't think we'll ever be confident enough to do that, but I look
forward to the debate when someone submits the PR!

The issue at the moment is that we don't backport fixes, meaning that
users have to wait for a release to get updates.  If we knew how long
that was, we'd have a real basis if we decide we need to do a minor
release to fix a really bad bug.

Magic numbers in bitcoin are ~17 hours, 2 weeks and 4 years.  None of
these really work for us though!
