[c-lightning] Welcoming a New C-lightning Core Team Member!

Hi all,

	Christian, ZmnSCPxj and I have given Lisa Neigut (aka @niftynei)
commit access to c-lightning; in the six months since she was hired at
Blockstream she's proven mastery of both code and protocol.  She's
reviewed hundreds of pull requests, and written code for almost every
part of C-lightning; from TLV support for the coming 1.1 protocol to Go
plugin support.

Lisa says: "I feel really privileged to be working on such a great
collaborative team on such a challenging, fun project. The lightning dev
community is getting bigger everyday, and I'm glad to be a part of it!"

c-lightning recently hit the 100 contributor mark -- can't wait to meet the
next 100 contributors to c-lightning! 🌩"

We look forward to her continuing both excellent code and thorough
review of our mistakes, for which she can now share the blame!
