Hi all

I have updated NEMO with the costs from the new GenCost 2022-23
report. These cost classes are called:

 *  'GenCost2023-in2022'
    'GenCost2023-in2030-CP'
    'GenCost2023-in2030-NZE2050'
    'GenCost2023-in2030-NZE2050+'
    'GenCost2023-in2040-CP'
    'GenCost2023-in2040-NZE2050'
    'GenCost2023-in2040-NZE2050+'
    'GenCost2023-in2050-CP'
    'GenCost2023-in2050-NZE2050'
    'GenCost2023-in2050-NZE2050+'

* = the new default cost class
